2020 to 2022 Precision Group were contracted by Irish Water to carry out the Limerick County and City drainage catchment area survey.

The survey area covered the two Limerick City and Limerick/Clare County drainage catchments.

Many of the City drainage assets are situated at depths of over 9 meters with some downstream assets at 16 meters depth.

Key Contract Drivers:

Safety and Health

The key drivers for this Project included the following:

  • Critical Sewer Condition Location, Degradation and Recommendation for interventions.
  • Combined Sewer Overflow (CSO) performance, locations and condition;
  • Wastewater Discharge Licence Specified Improvement Programme network issues;
  • Network surcharging and flooding;
  • Development growth pressure;
  • Operational deficiencies (including significant infiltration into parts of the network).

 

Objective of the Contract:

  • Robust location and condition surveying, drainage network survey and associated specialist underground survey services to be delivered by Precision to all current European, National and International Standards.
  • Safety and Health management, below ground network inspection/mapping techniques Traffic management and planning.
  • Sewer cleaning utilising latest technology and recycling of all project waste.
  • Pump station asset surveys 49 main stations, CCTV Surveys 70k, nodes/manholes 3000 and ancillary below ground drainage asset surveys 300.
  • Specialist Surveys high accuracy pump hydraulic tests, Pipe Sonar surveying large diameter sewers and syphons.
  • Specialist confined space working, Data capture and BIM style digital reporting to enable modelling, management of the network and identification of critical asset location and condition.
  • All data collected and processed by Precision will be used in the production of sewer hydraulic models and for future development and asset management.

Aims and Responsibilities:

  • All site works and data capture to be carried out without any Accidents, Occurrences or Injuries.
  • No disruption to the general public all road users and the many stakeholders concerned with management of the network. Working closely with Limerick County City and Clare County Council traffic management and the independent operators of the main drainage pumping stations along with the many private stations contributing flow to the city network there help and co-operation was key to the success of the project, all traffic management planning and implication was carried out in house.
  • The sewer network survey carried out by Precision was to establish the following:
  • Layout condition and mapping of the sewer network; Reporting and Database Management.
  • Data capture of all the below ground assets condition, degradation, deterioration and to provide robust intervention scheduling within the digital report package.; Software utilised Wincan VX, Infonet validated CCTV reports and supply of an interrogatable condition and degradation database detailing assets for intervention by timescale and priority.
  • Ground topography;
  • Identification of silt levels in the sewer network and need for sewer cleaning;
  • Determination of performance of network pumping stations
  • Confirmation of rainfall runoff from buildings, industrial areas and open spaces;
  • Internal structural and operational condition of the sewer network;
  • Cross connections between the foul/ combined network and the storm network;
  • Recording of sewer network performance in relation to rainfall;
  • Analysis and factual reporting of the results of the surveys;
  • Production and updating of The Employer Irish Waters Info Net database;
  • Production of factual engineering reports, digital imaging, digital pipeline CCTV/Sonar footage condition location reporting packages.
  • The sewer network survey and associated services to be carried out under this contract comprised of the following: CCTV and Sonar condition assessment surveys; Sewer cleaning;
  • Two large short-term Flow and Rainfall surveys of the two main agglomerations with flow depth pump, tidal, conductivity and rainfall monitors.
  • Installation of a city-wide rainfall monitoring network with over 50 stations.
  • Pump station asset surveys 49 stations, pressure, flow, energy consumption and Hydraulic performance testing of each station and production of our unique digital pump station report package including plan and sectional drawing package..
  • Ancillary asset surveys CSO/EO/Outfalls, flow controls, storage assets
  • Manhole surveys CSO and non-standard asset surveys;
  • Factual reporting, the individual task reports and successful contract delivery within a tight performance measured program.

Outcome

The project was delivered without Safety or Health problems, injuries or occurrences. The project was delivered on budget and on time. All project waste was re-cycled. Survey fleet was updated to low emission vehicles, survey rigs and equipment now powered by LPG.

Steven Pimblett

Head of Finance

After studying accountancy at Queen’s University of Belfast and qualifying as a Chartered Accountant in 2001, Steven “moved to industry” in 2002, holding senior finance roles with several local businesses.  

Steven joined The Precision Group in 2019 and was appointed Finance Director in 2020.  Steven leads Precision’s experienced and dedicated Finance Team.  He constantly strives to maximise the long-term financial performance of the Group via the provision of robust, considered and pragmatic guidance to both internal management and the board.  

In addition, Steven, together with the finance team, manage the day to day finances of Precision and provide accurate and timely information to a wide range of internal and external stakeholders.    

Eddie Finn

Head of Technical Services – Construction & Building Division

Eddie joined The Precision Group in 2016 as Head of Technical Services for the Construction & Building Division.

With over 25 years’ experience within the Construction & Building Sector, Eddie has managed many large scale construction projects across the UK and Ireland.  

Along with a wealth of industry experience, Eddie holds numerous professional qualifications and accreditations, including MCIOB, ACIBE, IOSH, NVQ Level 7 in Construction Senior Management and the Constructions Skill Register Black Construction Management Card.

Not content with standing still, Eddie is currently working towards the NEBOSH National Certificate in Construction Health & Safety.

Alan Stringer

Senior Contracts Manager

Alan is one of the company’s longest-serving employees, having joined the Precision Group in 2000 as a Specialist Contracts Manager.

He is currently responsible for the development and management of the Precision Group’s specialist technical services, primarily within the Utility Data Capture arena.  Latest projects include the Cork City DAP, which was one of the largest European drainage asset surveys completed in recent years.

Alan often represents the Group at various international water and engineering sector forums.  In his spare time, he is a motorcycles and rugby enthusiast.

Kevin Lynch

HSE Manager

An experienced HSE Manager, Kevin’s primary role within the Group is to lead a positive HSE culture throughout the company and bring practical HSE solutions to the day-to-day operations of the business. 

Kevin provides professional advice and support for the Group’s Contract Managers, Supervisors and other staff in relation to all health, safety and environmental matters, including client site audits.

As HSE Manager, Kevin has overall responsibility for compliance with all current legislation, including codes of practice and relevant standards, across The Precision Group. He also manages the Group’s Integrated Management System, including ISO 9001, 14001 and 45001, ensuring critical control points are monitored effectively.

With over 30 years’ experience within the Fire and Rescue Service, Kevin brings a wealth of experience to the role.

Seamus McCallan

Operations Manager – Construction & Building Division - Asbestos

After being involved in his family business for over 15 years,  Seamus joined The Precision Group as one of two Contracts Managers, overseeing all projects within the specialist Asbestos division.

Now head of the Group’s Asbestos Division, Seamus has primary responsibility for over 20 staff, managing projects in excess of £1.5m last year.  With over 25 years’ experience within the Asbestos and Demolition / Construction industries, Seamus has a wealth of experience within the sector, paired with exceptional communication and leadership skills.

Seamus places significant emphasis on open and transparent communication, fostering strong relationships between clients, contractors and internal stakeholders alike, to ensure projects are completed on time and within budget.

Kevin Williams

Managing Director

Kevin has a long history with The Precision Group, beginning his tenure as Financial Controller, some 20 years ago.  His career quickly progressed to Finance & IT Director, leading to his current position of Managing Director in 2013.

As a Chartered Accountant, Kevin has a steely interest in the financial planning and management for all Precision Group Companies, playing a pivotal role in the overall strategic direction of the Group.  Kevin is an inclusive Managing Director, leading the Senior Management team and empowering them at every opportunity to push forward.
